Policy credit empowers women to rise and stabilize their livelihoods

Thanks to preferential policy credit, thousands of women in Tay Ninh Province have gained access to loan capital to invest in production and business activities, shift occupations, and develop sustainable livelihoods aligned with their household conditions and individual capacities. Starting from initial loan disbursements, numerous women-led economic models have been established, maintained, and gradually replicated, contributing to stable income generation and long-term socio-economic development at the local level.

STEM Credit - Nurturing Dreams of Knowledge

The effective implementation of Decision 29/2025/QD-TTg dated August 28, 2025 by the Prime Minister on credit for students, university students, master’s students, and doctoral candidates pursuing studies in science, technology, engineering, and mathematics (STEM) fields not only creates more learning opportunities for STEM students, but it also contributes to developing a high-quality workforce for both localities and Vietnam as a whole.

2025 Implementation Project Report “Promoting Financial Inclusion in the Development of the Cooperative Economy in the Digital Economy in Vietnam”

In 2025, within the framework of the regional project “Promoting Financial Inclusion in the Development of the Cooperative Economy in the Digital Economy in Vietnam,” supported by the APAC Cybersecurity Fund (ACF) and Google.org, and implemented in partnership with VICEM and The Asia Foundation (TAF), VBSP successfully conducted an online digital security training program for over 75,000 beneficiaries. The majority of participants were women representing small and micro enterprises, cooperatives, and production and business households in rural, remote, and disadvantaged regions of Vietnam.

Vietnam Bank for Social Policies and the Journey of Building a Public Financial Institution for the People

Closing the year 2025, overcoming the challenges of climate change, unusual natural disasters, and global economic fluctuations, the Party Committee, professional units, and trade union system of VBSP have raised high the banner of emulation, uniting collective strength with the flexibility and creativity of each officer, union member, and employee within the VBSP system. This has enabled VBSP to streamline its system in line with the spirit of Resolution 60-NQ/TW dated April 12, 2025, of the 13th Central Committee of the Party, while continuing to affirm its role as a ‘supporter’ for the poor and policy beneficiaries, contributing to social security, sustainable poverty reduction, and new rural development that meets the demands of renovation, integration, and sustainable development in the nation’s era of progress.

Despite the challenges of economic shifts and natural disasters in 2025, social policy credit remained a vital lifeline for people to rebuild their livelihoods. Notably, Vietnam Bank for Social Policies (VBSP) successfully streamlined its network from 63 to 34 branches while maintaining high operational efficiency. This historic restructuring highlights VBSP’s capability and its significant contribution to Vietnam’s long-term goals of social welfare and poverty reduction.

Dak Lak promotes social policy credit to advance sustainable poverty reduction in rural areas

During the process of administrative unit reorganization and the implementation of the National Target Programs (NTPs), many rural communes in Dak Lak Province are facing significant challenges in poverty reduction. Practical experiences in Ea Ning (new) Commune and Dray Bhang Commune demonstrate that when social policy credit is implemented in a coordinated manner, accurately targeted, and closely linked with livelihood support, preferential loans truly become a “pillar of support,” enabling local people to stabilize their livelihoods and gradually achieve sustainable poverty reduction.

Supporting reintegration and stable livelihoods for rehabilitated individuals

In recent years, the VBSP Dak Lak Provincial Branch has actively provided preferential credit to individuals who have completed their prison sentences. Local Party committees, authorities, functional agencies and families have worked closely to support and assist rehabilitated individuals, helping them rebuild confidence, create livelihood opportunities, stabilize their living conditions, and successfully reintegrate into the community.

Mu Cang Chai effectively implements preferential credit policies

Once the most remote and disadvantaged area along the majestic Hoang Lien Son mountain of the former Yen Bai province (now Lao Cai province), Mu Cang Chai has now been “revitalized” with concrete roads connecting villages and communes, and increasingly improved living conditions. Preferential credit provided by VBSP has enabled thousands of households to access financial resources for economic development, becoming an effective tool to help this land thrive in the new era.

Policy Credit - Empowering Social Security and Sustainable Development in Dak Lak

Three months after the administrative unit consolidation, the operations of the VBSP Dak Lak Provincial Branch have remained stable, consistent and effective. Despite the restructuring of the organizational system and transaction network, both staff and customers have maintained their familiar credit activities. Preferential credit continues to reach villages, remote areas, and ethnic minority communities, offering the poor and policy beneficiaries greater opportunities to improve their livelihoods and move forward.

On November 10, 2025, in Vientiane - the capital of the Lao People’s Democratic Republic, Vietnam Bank for Social Policies (VBSP), represented by General Director Duong Quyet Thang, and Laos Policy Bank (NAYOBY Bank), represented by General Director Souphak Thinxayphone, signed a Memorandum of Understanding (MOU) on cooperation for the 2026-2027 period. The signing ceremony was attended by representatives of the leadership from both VBSP and NAYOBY Bank.
