Supporting women to develop and restore livelihoods to climate change adaptation after the COVID-19 pandemic
(VBSP News) If women belong to poor households, near-poor households, or households that have just escaped from poverty as prescribed by law, VBSP will provide loans from the lending program for poor households, near-poor households, or households that have just escaped from poverty with the maximum loan size of VND 100 million per household without collateral.
In case the women do not belong to the above subjects and join cooperative groups, cooperatives or production and business establishments, VBSP will provide loans from the job creation lending program according to Decree No. 61/2015/ND-CP dated July 9, 2015 and Decree No. 74/2019/ND-CP dated September 23, 2019 of the Government with the maximum loan size for individuals of VND 100 million without collateral and for production and business establishments of up to VND 2 billion per project.

Currently, loans from these programs are allocated by the Government, mobilized by VBSP and received entrusted capital from localities at VBSP, which always fully and promptly meet the capital needs of policy beneficiaries, especially women who borrow loans for production and business. In addition, on January 30, 2022, the Government issued Resolution 11/NQ-CP on the Socio-economic Recovery and Development Program and implemented Resolution No. 43/2022/QH15 of the National Assembly on Monetary and Fiscal Policy policies to support the program of socio-economic recovery and development in 2022 and 2023. Accordingly, VBSP was assigned to implement job creation lending program according to Decree No. 61/2015/ND-CP, Decree No. 74/2019/ND-CP with total maximum loan capital of VND 10,000 billion; Loans for implementation of the National Target Program on socio-economic development in ethnic minority and mountainous areas according to Resolution No. 88/2019/QH14 and Resolution No. 120/2020/QH14 of the National Assembly with the maximum total loan capital of VND 9,000 billion.
In case the women need to be supported in seedlings and equipment for growing crops and vegetables in net houses, the following conditions must be met:
- As for production and business establishments: They must be legally established and operated; Having feasible loan projects in the locality, suitable for production and business lines, maintaining or attracting more workers to work stably; The loan project is certified by a competent agency or organization where the project is implemented; Loan security is implemented in accordance with the law (if any).
- As for individuals: Having full civil act capacity; Having a need to borrow loans to create jobs, certified by a competent agency or organization where the project is implemented; Legal residents in the locality where the project is implemented.
