The efficiency of entrusted policy credit activities
In recent years, mass organizations in Thai Binh province have focused on improving the effectiveness of entrusted loan management, playing an important role in bringing preferential loans from the Government to poor households and other policy beneficiaries.

By the end of March 2024, the Women's Union of Vu Binh commune (Kien Xuong district) has managed 3 Savings and Credit groups with the total outstanding loan reaching more than VND 6.3 billion for 148 loan households. Ms. Phan Thi Tuoi - Chairwoman of the Commune Women's Union said: As soon as receiving capital from the Commune Poverty Reduction Board, the Union directed the Savings and Credit Groups to review suitable loans for each subject, guided local people the loans process. In addition, the Union proactively opened classes of transferring science and technology to help members choose suitable models for economic development; regularly monitored the use of loans and promptly handled violations.
Currently, in Thai Binh province, there are 912 mass organizations at all levels entrusted by VBSP, managing 2,706 Savings and Credit groups, conveying policy credit to 100% communes, wards and towns. By the end of March 2024, the total outstanding loans reached more than VND 4,380 billion with 97,253 borrowers, an increase of 2.78% compared to December 31, 2023, accounting for 99.88% of the total outstanding loans. Of which, the outstanding trust debt of the Women's Union accounts for 42.26%, the Veterans Association accounts for 13.93%, the Farmers' Association accounts for 35.55% and the Youth Union accounts for 8.26%.
Mr. Le Hai Vu - Deputy Director of VBSP Thai Binh Branch said: Recently, the branch has focused on improving quality; guide Savings and Credit groups on preferential credit programs as well as loan procedures. The quality of Savings and Credit groups has had many changes, contributing to improving the quality of policy credit. In addition, the branch actively and effectively implements entrusted activities with mass organizations to help the poor households and other policy beneficiaries have access to preferential loans of the Government to develop their economies and stabilize their lives.
Mr. Nguyen Van Hinh (in Duyen Hai commune, Hung Ha district) had chance to access to preferential loan from VBSP’s program of job creation. Mr. Hinh shared: "The very meaningful loan has helped my family develop Minh Hoa H4G Co., Ltd., specializing in processing boneless field perch and making floss, in which boneless field perch products met standards of OCOP 3 stars from November 2023; at the same time, we provided perch and catfish for local people". The preferential loan not only brought income to Mr. Hinh's family, Minh Hoa H4G Co., Ltd but it also created stable jobs for 15 local workers with an average income of 150 - 200 thousand VND/person/day.
Along with effectively implementing the loan entrustment task, in recent times, mass organizations at all levels have also actively encouraged members to deposit savings with average amounts of 50 thousand VND/member. By the end of March 2024, the whole province has had more than 97,100 members of unions participating in voluntary savings with the savings balance of nearly VND 184 billion.
