Strengthening cooperation between the Policy Bank of the Lao People's Democratic Republic and the Vietnam Bank for Social Policies (VBSP)
Within the framework of the cooperation program between the Policy Bank of the Lao People's Democratic Republic (NBB) and the Vietnam Bank for Social Policies (VBSP), from July 8 to 11, 2025, a delegation of NBB officials led by General Director Souphak THINXAYPHONE paid a visit and worked with VBSP.

Speaking at the meeting, Mr. Vuong Van Minh - VBSP Deputy General Director highly appreciated the strong cooperation between VBSP and NBB over the past years. He hoped that NBB would be able to learn from VBSP’s experience and apply it effectively in practice, thereby contributing to enhancing the efficiency and quality of NBB’s operations in the coming time.
On behalf of the NBB delegation, General Director Mr. Souphak THINXAYPHONE expressed his sincere thanks for the warm welcome by VBSP. He noted that over the past 15 years since the two banks established cooperation in 2010, NBB has significantly improved its operational effectiveness thanks to lessons learned from VBSP. In particular, the adoption of the transaction point model at local levels has contributed to improving both loan portfolio quality and customer service. NBB hopes to continue receiving technical support and experience-sharing from VBSP at both central and branch levels in the coming time, aiming to further enhance its operational quality. At the same time, NBB looks forward to strengthening and deepening the cooperation between the two banks, contributing to the consolidation of the special friendship and sustainable development between Laos and Vietnam, and achieving even greater success in the future.

At the working session, VBSP shared with NBB various topics related to its strategic development orientation toward 2030; experiences in capital and deposit management mechanisms; internal inspection and control; human resource training; and, especially, the application of information technology, including the implementation of Mobile Banking and the management of policy credit through mobile phones.
NBB had a working session with VBSP Hai Phong Provincial Branch
As part of the working program, NBB visited and worked with VBSP Hai Phong Provincial Branch to hold direct discussions with mass organizations acting as entrusted intermediaries, Savings and Credit Groups and VBSP clients, in order to gain an objective understanding of VBSP’s operations and its role in the community.
NBB is a specialized bank that plays an important role in poverty alleviation for the people of Laos, especially ethnic minority communities. The bank implements preferential credit policies using capital allocated by the State, with interest rates set by the government for each specific period. Currently, NBB provides credit for three main purposes: poverty reduction; development priorities (as defined by the government and local authorities) and the "Làng 3 xây". There are 148 districts across the Lao PDR, of which 63 have been got out of poverty, while 85 remain classified as poor. NBB's credit funds are being provided to 143 out of 148 districts and 4,854 out of 8,424 villages nationwide. |
