Policy credit effectiveness in Ninh Thuan

Policy credit capital has played an important role in helping poor households and other policy beneficiaries in Ninh Thuan province to develop their economy and improve quality of life.

People in Ninh Thuan stabilize their lives thanks to policy credit

Change thanks to policy credit

30 years ago, with a poverty rate of up to 36%, Ninh Thuan province had to face many challenges such as outdated technical infrastructure and chronically dry geographical. As a result, there were many poor households. Ninh Thuan has proactively implemented policies, resolutions and directives of the Party and State on economic development and social security, it has made positive changes with rapid growth, impressive economic growth and sustainable poverty reduction of the whole country.

To date, the poverty rate has decreased to 4.21% in the period 2021 - 2023, an average decrease of 1.46%/year, exceeding the set plan. The above achievements vividly demonstrate the correct leadership and direction of the provincial leaders in implementing the Party and State's guidelines and policies on sustainable poverty reduction, especially the implementation Directive No. 40-CT/TW.

The highlight is that the Party Committee and authorities at all levels have unified views on the important role of policy credit, focusing on mobilizing all resources, creating livelihoods for people to develop production and improve their lives. Specifically, based on the annual local budget situation, the province advises and prioritizes additional entrusted capital to VBSP to supply loans to poor households and other policy beneficiaries, and at the same time strengthen direct departments and mass organizations to propagate and mobilize organizations and individuals to participate in depositing savings at VBSP.

Capital resource flows throughout the entire province

According to Mr. Le Minh Loc - Director of VBSP Ninh Thuan Provincial Branch, as of April 30, 2024, the local budget capital entrusted through VBSP has reached VND 130.3 billion, an increase of VND 110.5 billion since the implementation of Directive No. 40-CT/TW. Capital sources are mainly concentrated in mountainous ethnic minority areas and communes in particularly disadvantaged areas. The branch's total operating capital reached over VND 3,711 billion, an increase of VND 2,477 billion compared to 10 years ago.

In order to promptly transfer capital to the right beneficiaries, the branch has implemented the entrustment method through 4 mass organizations with the network of 1,638 Savings and Credit groups connecting VBSP and customers, helping the poor easily access to preferential capital from the State.

The flow of policy credit capital always flows throughout the entire province from rural to urban, mountainous to coastal areas, creating condition for the poor and other policy beneficiaries to access to it. For example, Mr. Kator Dieu's family (Ray Lay ethnic group, in Bac Ray 2 village, Phuoc Binh commune). Thanks to policy capital, his life has positively changed. Over the past 10 years, he took loans 3 times from VBSP Bac Ai district with the total amount of VND 80 million to raise cows for reproduction and improve hilly land into gardens to plant grapefruit and durian trees. Currently, his family has a herd of 10 cows, a 2ha orchard, and a yearly income of up to 100 million VND.

Policy capital has truly become an effective tool, making an important contribution to sustainable poverty reduction, socio-economic development, social security, and building new rural areas locally. In the whole province, 73 thousand households exceeded the poverty threshold, more than 53,600 workers received loans to support job creation, 43,600 students received loans to study, more than 116,880 works of clean water were built, 8,234 poor households borrow capital to build houses.

VBSP Ninh Thuan Provincial Branch will continue to promptly transfer preferential capital to the right beneficiaries; effectively implement Directive No. 40-CT/TW and Conclusion No. 06-KL/TW of the Secretariat, effectively serving plans and programs for economic development, sustainable poverty reduction and new rural construction in the new period.
