Implementing Directive No. 40-CT/TW in Phu Cat
Nearly 10 years of implementing Directive No. 40-CT/TW dated November 22, 2014 of the Secretariat on strengthening the Party's leadership over social policy credit activities, Phu Cat district (Binh Dinh) has implemented many solutions, gradually improving the effectiveness of policy credit, contributing to socio-economic development and new rural construction.
People in Phu Cat district took loans for livestock development
Through the Commune Veterans Association, in 2019, Mr. Le Quoc Phong (in Hoi Van village, Cat Hiep commune) received a loan of VND 50 million from VBSP Phu Cat district. He built a large well to renovate and take care of his family's Siamese coconut garden; grew more grass and bought cows. Both coconuts and cows developed well, bringing his family a stable income of VND more than 150 million each year.
Mr. Le Cong Ung's family (in Hiep Long village, Cat Lam commune) had a big change in 2014 - the first year of implementing Directive No. 40-CT/ Central Committee of the Party Central Committee Secretariat. His family had opportunity to access to preferential loans from VBSP to develop livestock and crop production. With an initial loan of VND 50 million, he raised deer and bought acacia seedlings. Thanks to his hard work, after 3 years, he repaid his debt. Currently, from raising deer for antlers and planting forests, Mr. Ung's family has earned a stable income of more than VND 300 million per year.
During the implementation of Directive No. 40-CT/TW, localities in the district have promoted propaganda so that associations, union members and local people can grasp the Party and state's policies on preferential credit policies; at the same time, local people can access loans for economic development, jobs creation, gradually increasing their income and enriching themselves.
VBSP Phu Cat District has coordinated well with mass organizations in propagating credit policies, selecting borrowers, disbursement, monitoring capital use, debt collection, etc. To date, VBSP Phu Cat District and mass organizations are managing 288 Savings and Credit groups, helping the poor and other policy beneficiaries conveniently access policy credit.
Mr. Tran Quoc Dat - Director of VBSP Phu Cat District said: "Since the issuance of Directive No. 40-CT/TW, the district People's Committee has allocated nearly VND 17 billion from the local budget entrusted to the district VBSP to supplement capital for jobs creation. Total outstanding loans for policy credit programs in the district reached nearly VND 836.2 billion with nearly 20 thousand borrowers, an increase of more than VND 518.3 billion compared to 2014, mainly loan program for the poor households, near-poor households, disadvantaged students, jobs creation, works of safe water and environmental sanitation..."
Mr. Do Xuan Thang - Standing Vice Chairman of the District People's Committee assessed: "The timely support from VBSP through preferential credit programs has made an important contribution to the implementation of the National Target Program" on sustainable poverty reduction in the district, reducing the poverty rate to 2.32%; at the same time, create opportunities for disadvantaged students as well as successfully build Phu Cat district to meet new rural standards in 2020".
