Improving the quality of social policy credit activities in Binh Thuan

During the period 2014 - 2024, VBSP Binh Thuan Provincial Branch disbursed loans to 292,963 poor households and other policy beneficiaries with loan turnover of VND 8,783 billion. By April 30, 2024, total capital has reached VND 4,853.4 billion, an increase of VND 3,170 billion and total outstanding debt has reached VND 4,841.8 billion, an increase of VND 3,165 billion compared to 2014.

Ms. Ngo Thi Nhung's family used preferential capital to grow rubber trees, which brought economic efficiency

In mid-November 2022, her family received a loan of VND 100 million from VBSP’s loan program for ethnic minorities and mountainous areas in disadvantaged areas. She planted rubber trees. Since then, her family’s life was improved dramatically.

In 2023, Ms. Nhung's family continued to be loaned VND 40 million from VBSP’s loan program of housing construction under Decree 28 of 2022 of the Government and VND 40 million was be supported from the State budget. Ms. Nhung said: “After many years of dreaming, my family has a spacious house, where my children could live and study. My husband and I feel more secure".

There have been many warm stories in Binh Thuan since the Directive No. 40-CT/TW was been implemented effectively. According to the assessment of the Provincial Party Standing Committee, the Provincial Fatherland Front and mass organizations at all levels have paid more attention to social policy credit activities, coordinating well with VBSP in propagating and disseminating the Party and State's guidelines on social policy credit; improved credit quality; ….

The Standing Committee of the Provincial Party Committee, the Provincial People's Council and the Provincial People's Committee have paid more attention to balancing the budget to supplement the entrusted capital to VBSP to loan poor households, near-poor households and other beneficiaries. As of April 30, 2024, Binh Thuan has transferred more than VND 364 billion, accounting for 7.51% of the VBSP branch's total operating capital, an increase of more than VND 343 billion, an increase of 16.67 times compared to before the establishment of Directive No. 40-CT/TW. District-level branches and transaction offices have received savings deposits of over VND 56 billion from fund sources such as: Study Promotion Fund, Fund for the Poor, Children's Protection Fund, Humanitarian Fund, Party Budget Reserve Fund …

Ms. Vo Thi Minh Thao - Director of VBSP Binh Thuan Provincial Branch said: Policy credit capital was transferred to all villages throughout the province, helping nearly 30 thousand poor households overcome the poverty threshold; over 36 thousand workers created jobs; nearly 19.4 thousand disadvantaged students take opportunities of schooling, no student had to drop out of school due to financial difficulties; 263 thousand works of safe water and environmental sanitation constructed; nearly 700 houses built for poor households... The capital has played an important role in implementing the National Target Program on sustainable poverty reduction, jobs creation, social security, new rural construction and local socio-economic development.

In the coming time, the Provincial Party Standing Committee will focus on directing the synchronous implementation of solutions to consolidate and improve the quality of social policy credit activities. At the same time, the Provincial Party Standing Committee continue to pay attention to supplementing the budget capital entrusted to VBSP to carry out lending for social policy credit programs in the area; contributing to building new rural areas and civilized cities.

Besides, VBSP need to improve the operations of Savings and Credit groups and transaction points so that the poor can easily access VBSP’s products and services, creating conditions for poor households, near-poor households and other policy beneficiaries to get out of poverty, contributing to implementing the policy of poverty reduction and job creation, ensuring social security.
