Tuyen Quang: Capital flew to disadvantaged areas, many people got out of poverty
Tuyen Quang is a mountainous province with difficult economic conditions, especially in remote areas and ethnic minority areas; the rate of poor and near-poor households is high compared to the national average. A part of the poor, near-poor and ethnic minority people are not bold enough to take loans, lack knowledge and experience in production and business.

In recent years, Party committees, authorities, Fatherland Front, and mass organizations of Tuyen Quang have seriously carried out the propaganda, dissemination, dissemination and implementation of Directive No. 40-CT/TW of the Secretariat on strengthening the leadership of the Party over social policy credit, contributing to raising awareness and sense of responsibility of all levels, sectors, cadres, party members, union members, association members and people of all walks of life in implementing social policy credit.
With the determination and efforts of the entire political system of the province, remote communes have had a new look, in which policy capital plays a key role in poverty reduction and is a lever to help people develop production. Thanks to VBSP and local Party authorities, the poor and other policy beneficiaries have opportunities to access credit capital; effectively use their capital and improve their lives.
For example, Mr. Chau Van Du (in Bo Ngoang village, Phuc Son commune, Lam Binh district) is one of the typical borrowers who effectively used loan to develop cinnamon planting and livestock raising, rising out of poverty and stabilizing their lives. In previous years, his economy was difficult due to lack of capital for production and livestock raising. With a loan of VND 100 million in policy capital, he planted 4 hectares of acacia combined with raising 2 breeding buffaloes. “Policy capital is truly an important resource for my family. My life has been improved significantly. My children have jobs and will strive to build a new house and stabilize their lives in the long term,” Mr. Du shared.
Mr. Nguyen Quynh Hung - Director of VBSP Lam Binh district said: Currently, Lam Binh has 7,858 households borrowing policy capital with a total outstanding debt of VND 458.2 billion; of which, outstanding loans for poor households are VND 183.1 billion; near-poor households are VND 79.2 billion; labor export is VND 2.5 billion; production and business households in disadvantaged areas are VND 52.3 billion; loans for ethnic minority households according to Decree 28/2022/ND-CP are VND 13.8 billion. Policy capital is a resource for localities to put some effective crops into production, such as: Cinnamon, orange, grapefruit and expand OCOP products, such as fermented wine, Khau Mut tea, dried bamboo shoots... Along with that, policy capital is also contributing to promoting local labor export, helping to improve people's lives.
Ms. Duong Thi Luyen, in Na Tang village, Hung Loi commune, Yen Son district, is one of the young Mong households with a brocade weaving workshop. Ms. Luyen said that she and her husband took a loan of VND 100 million from VBSP Yen Son District, plus loans from relatives and friends; after 2 years, her profession has brought them a stable income with long-term development prospects. The profit is about 20 - 30 million VND/month. She hopes to continue to borrow capital from VBSP to expand her production workshop, creating more jobs for local people.
Mr. Nguyen Phan Vy - Director of VBSP Tuyen Quang province said that in the past time, the branch has disbursed loans to 227,103 poor households and policy beneficiaries with a total amount of more than VND 8,525 billion; policy credit capital has been invested in 100% of communes, wards and towns in the province; helping 72,350 households overcome the poverty line... The awareness of poor households and ethnic minority households has positively changed, effectively used loan to develop the household economy, reducing dependence and waiting for support from the State.
In the coming time, the branch will continue to effectively implement the organization model and management method of special social policy credit; proactively mobilize capital; manage and use capital effectively.
