Policy credit plays an important role in poverty reduction and build new rural areas in Lao Cai province

(VBSP News) On November 20, 2020, Lao Cai held a conference of the National Target Program on Sustainable Poverty Reduction for the 2016 - 2020 period with the attendance of  Mr. Duong Quyet Thang - the General Director of Vietnam Bank for Social Policies, member of the steering committee of the National Target Programs; Mr Hoang Quoc Khanh - a member of Provincial Standing Committee, Vice Chairman of the Lao Cai provincial People's Committee, represent for the Board of Director of VBSP branch in Lao Cai province and members of other departments.

After implementing the National Target Programs for New Rural Development and Sustainable Poverty Reduction Support Program in the period of 2016 - 2020, Lao Cai province has made a remarkable change in raising the awareness of poverty reduction and building new rural development. In particular, rural infrastructure in borderland communes and villages with special difficulties has been developing significantly. Up to 100% of communes have roads leading to the province center. Agricultural, forestry have grown, resulting in the standard of people being an improvement. Hence, social security has been ensured, besides reducing the rate of poor households.

After five years of implementing the Directive No 40-CT/TW on enhancing the Party’s leadership over social policy credit, issued by the 11th-tenure Party Central Committee’s Secretariat, Lao Cai province has developed the strength of the political system. Additionally, the funds of the Government’s budget for poor people and other policy-based beneficiaries has been conducted effectively. Hence, it limited the black credit, creating social stability in rural areas.

The policy credit has supported production development for more than 53.000 poor, near-poor households and post-poor households; helped 920 students with special difficulties to go to school; created working opportunities for more than 10.000 people. More than 24 thousand households borrowed the loans to build over 49.000 clean water supply and sanitation construction. Moreover, 1.715 houses have been built for 1.700 poor households, according to Decision No.33/2015/QD-TTg. There are 126 people, who live in urban areas, have been able to borrow money and build houses according to the Decree of Government No.100/2015/ND-CP development management of social houses. Besides, approximately 23,200 families living in rural areas have borrowed the loan to produce, improve life quality.

Vice-Chairman of the Lao Cai provincial People's Committee – Mr. Hoang Quoc Khanh, proposed to the Government to favour and support Lao Cai in order to perform the National Target Program, raising lending norms for several local policy credit programs.

At the conference, Mr. Duong Quyet Thang acknowledged the efforts and results of Lao Cai province in the implementation of the National Target Program, as well as the Directive No 40-CT/TW, contributed to the implementation of the local socio-economic development goals, built new rural areas and reduced sustainable poverty.  Mr.Thang also suggested Lao Cai continue this effort, which strengthens inspection and supervision of disbursement and use of funds. Furthermore, the province should improve the quality of savings and credit group’s operations; propagate and encourage the replication of effective economic development models; focus resources on implementing Program 135 and developing new rural areas. VBSP commits to continue to strengthen sources of policy credit to help the province implement the National Target Program on Sustainable Poverty Reduction.

In terms of suggestions related to the mechanism, policies to implement the National Target Program, the General Director of VBSP has noted down and reported to the steering committee to give answers to the locals.

Before that, Mr Duong Quyet Thang and the delegation of VBSP had a meeting with the leaders of the VBSP branch in Lao Cai province.

In the meeting, Mr Nguyen Hai Ha - General Director of VBSP branch in Lao Cai province - reported that total capital was reached up to 3.126 billion VND, including an entrust fund from the local budget reached 151 billion VND. All provinces, cities and communes have transferred from the local government budget to the entrust fund (25,2 billion VND). Loan turnover in the first 10 months reached more than 772 billion VND, an increase of 24 billion VND, compared to the same period last year. The number of people borrowing money has increased as well. In particular, there were 18.384 individuals, an increase of 781 individuals. The result form some areas with growing loans such as Bao Thang (VND128 billion), Bao Yen (VND 97 billion).

Mr. Duong Quyet Thang also requested the Lao Cai province to follow up the resolution of the National Congress of the Communist Party of Vietnam; reduce poverty, build new rural areas and focus on developing the socio-economy of minority areas. Lao Cai should continue to advise the local government to implement the Directive No 40-CT/TW and disburse the loans for poor-households.

In addition, the VBSP branch in Lao Cai province should focus on the quality of advising the Party committee, local authorities to entrust capital from the local budget to lend to policy beneficiaries. Continuing to implement the Directive No 40-CT/TW; improve the working quality of Savings and Credit group, maintaining the transaction schedules at transaction points; strengthen the inspection, supervision. They should create the local emulation movement, motivate people to work effectively.
