Pilot model on lending to ex-addicts with HIV/AIDS
(VBSP News) Under the U.S President's Emergency Plan for AIDS Relief (PEPFAR) with the funding of United States Agency for International Development (USAID), the Vietnam Bank for Social Policies (VBSP) in partnership with Family Health International 360 (FHI 360) and the HIV Workplace Project launched the program of supplying microfinance for HIV-infected and affected people as well as rehabilitated drug addicts in HCM City on July 25.

According to Tran Van Tien, Deputy Director of VBSP’ HCM city branch, the purpose of pilot project aims to help people living with HIV and former drug users to strengthen their economic development capabilities for better integration into the society and improve the quality of their life.
The project will be implemented in three pilot districts of Binh Thanh, 4 and 8 in the city. With around 70-100 individuals who are people living with HIV and former drug users, including those currently on Methadone maintenance treatment will benefit from the project. Each individual can take out a preferential loan worth 20 million VND (970 USD) at most with the lending interest rate of 0.65%/month similar to the credit program for poor households and the short-term of up to 01 year or from 01 to 02 years. The project will intend to collect total loans in late September 2012.
Total funds in the first year are USD 49,900. The person who needs borrowings can borrow in the project’s entrust unions, such as: Farmer Union, Women Union, War Veterian Union and Youth Union.
