Disadvantaged students get loans to study in Vietnam
Among hundreds of emails sent to Government Portal everyday, some offer suggestions, other raise questions on policy regulations, administrative formalities, or request to be instructed about policy etc….All of them want to get timely answers.
Pham Van Anh is the second year student of Nam Dinh’s technical teachers’ college.
Hence, in this story telling at the beginning of the year, we will talk about disadvantaged students after got answers from the Government Portal about procedures, loan conditions, has managed to get loans to make their study dream become true.
Turn back to 3 months ago, we received an email written by a student named Van Anh. He is staying at group 2, Phu Quan hamlet, Cam Dinh province, Cam Giang district, Hai Duong. In this email, he wrote that: “I meet some difficulties and don’t know whom and which organization I can shared with”. That’s the reason I visit the Government Portal with hope to find the answer. I don’t know how to borrow money for my studying. Faithfully, my parents do not know where to get loans”.
Visiting Pham Van Anh’s family at Hai Duong province, in front of us was an old hat tile roofted-house. His parents were working from morning till night, with pressing and plain desire of earning enough money for children’s studying.
His family has 3 children, his father does farming, and his mother’s works for hire, thus, their income is uncertain. The total income per month is approximately VND 1 million. In rural areas, VND 1 million is not very small but is very little when they have children studying at city.
Asking about Pham Van Anh’s query, he said that: “ I have never seen regulations saying that when a student moves to another university, he will no longer receive his study loan . Two years ago, I studied at The College of Transport in Hanoi, but automobile mechanical was not suitable for my health, so I took an exam to NamDinh Technical Education University. After I passed, I presented the certification from my new college but cannot get loan anymore.
We sent Anh’s question to VBSP Headquarters for considering. Right after that, VBSP promulgated procedures for supplementary lending to serve students who transfer to a new school or higher education level.
The procedure is very simple, a student just have to submit a supplementary lending request certified by Commune People’s Commitee where his family live.
Refer to Anh’s case, VBSP has discussed with Cam Giang district’s Transaction Office, Hai Duong province – where his family’s living. The only hitch in Pham Van Anh’s case was VBSP hasn’t received his family’s request note yet. Therefore, the bank cannot procceed his loan disbursement procedure. .
After that, Cam Giang’s Bank came to Pham Van Anh’s family to explain and instruct him to complete required supplemental procedures for receiving loans in October, 2009.
Seeing him again, with the admission to studying programe in 2009-2010 in his hand, Anh said in gratitue: “ Thank you very much for caring and supporting of the Government Portal. After receiving the notice of capital lending request completion, we have received the loan. I has paid tuition timely and managed to cover my studying”.
Saying goodbye to us, Anh only wishes he would graduate soon, get a stable job to pay back the loan to VBSP. He understands that when a borrower refunds, the capital will go to another student who has the same circumstances as him.
Holding an important role as a bridge to connect the people, enterprises with the Government and relevant authorities is a happiness of the Government Portal but also makes us more aware of our responsibilities to be a reliable destination for people.
