Link social policy credit with support for science and technology transfer and vocational training

(VBSP News) Promote the association of social policy credit with supports on science and technology transfer, extension programs for agriculture, forestry, fishery, salt production, vocational training, and socio-economic development models, programs and projects to improve the efficiency of using social policy credit.


 Improve credit quality, operation quality of Transaction Points in commune, wards and towns, operation quality of Savings and Credit groups 

Standing Deputy Prime Minister Pham Binh Minh has just signed Decision 1630/QD-TTg promulgating the Plan to implement Directive No. 40-CT/TW dated November 22, 2014 of the Secretariat of the Party Central Committee on strengthening the Party leadership for social policy credit and Conclusion No. 06-KL/TW dated June 10, 2021 on continuing to implement Directive No. 40-CT/TW.

One of the main tasks and solutions of the Plan is to improve the capacity and operational efficiency of VBSP. Accordingly, ministries, central agencies and local authorities at all levels shall implement solutions to strengthen financial capacity and ensure capital sources for VBSP to implement social policy credit programs.

In details, they shall continue to focus social policy credit sources from the State budget, charitable capital and other legal capital sources into VBSP; giving priority to long-term, low-interest concessional capital sources in order to improve the capital structure towards stability and sustainability; facilitate VBSP to expand capital mobilization from state credit institutions, government-guaranteed bond issuance and from other organizations and individuals.

Allocate adequately and timely social policy credit capital in the direction of integrating social policy credit programs in public investment decisions, national target programs and other programs and projects in socio-economic development plan for the period of 2021 - 2030. To balance and arrange sufficient charter capital and operating capital for VBSP annually according to regulations to implement prevailing credit programs and projects; promptly provide compensation for preferential credit interest rates and management fees to VBSP.

The localities shall continue to balance and prioritize allocation of capital from the entrusted local budget to the VBSP to supplement capital sources for the poor and other policy beneficiaries and facilitate working conditions for VBSP in the localities. Provinces and cities that promulgate their own poverty lines higher than that of the nation need to allocate enough resources to lend to these subjects.

Promote the association of policy credit with supports on science and technology transfer, extension programs for agriculture, forestry, fishery, salt production, vocational training, and socio-economic development models, programs and projects to improve the efficiency of using social policy credit.

Develop and integrate local models, programs and projects for sustainable socio-economic development and poverty reduction with the use of social policy credits; direct and well perform the investigation and identification of poor and near-poor households as a basis for implementation of credit policies; strengthen communication on the State's social policy credit to the people.

Implement solutions to improve the efficiency of credit programs

Other tasks and solutions of the Plan are to implement solutions to improve the operational efficiency of VBSP and the effectiveness of credit programs.

In details, researching and promulgating the VBSP development strategy for the period of 2021 - 2030, as a basis for research, development, issuance and completion of relevant regulations; actively implement mechanisms, policies and measures to achieve the objectives and requirements identified in the Strategy immediately after being approved by the Prime Minister.

Continue to effectively implement the unique organizational model and credit management method of social policy credit; proactively propose and advise the Government, the Prime Minister, ministries, central agencies, Party committees, local authorities at all levels, closely coordinate with entrusted mass organizations to organize the implementation of Directive No. 40-CT/TW and Conclusion No. 06-KL/TW of the Secretariat.

Review and restructure the social policy credit programs being implemented at VBSP to meet with current requirements and to be in line with capacity of capital resources, apparatus, organization and human resources of VBSP.

Regularly consolidating and improving the operational quality of the Board of Directors and Board of Management at all levels of VBSP; strengthen internal inspection and control; improve credit quality, operation quality of Transaction Points in communes, wards and towns, operation quality of Savings and Credit groups; focus on improving the quality of human resources; organize training and disseminate professional processes according to the regulations of VBSP, ministries and agencies related to employees of the bank. Regularly fostering to improve professional capacity, professional ethics and taking care of employees in VBSP, especially staff working in policy credit functions in poor districts, poor communes, villages and hamlets with special difficulties in mountainous, ethnic minority, border and island areas.

It is required to have solutions to proactively mobilize, manage and use capital effectively. Focusing on credit quality and operation quality of Savings and Credit groups; improve the operational efficiency of transaction points in communes, wards and townships; diversify and improve the quality of banking products and services, promote the application of information technology, banking modernization, move towards integration with the banking system in the region and the world, helping poor households and other policy beneficiaries have access to modern banking products and services.

Regularly pay attention to coordinating and directing relevant units to strengthen the implementation of periodical and irregular inspection and supervision of entrusting mass organisations to detect shortcomings, make recommendations and give timely solutions; guide mass organizations that receive entrustment at all levels, Savings and Credit groups on policy credit procedures and operations to coordinate implementation at grassroots level.
