Dear Sir/Madam,

Vietnam Bank for Social Policies (VBSP) is known as the only policy bank in Vietnam who currently takes charge of providing policy credit to the poor and other policy beneficiaries. VBSP is bridged to the poor through its nation-wide operation network and its partners at local (People’s Committee at all level, mass organizations and Savings and Credit groups). To get closer to the clients and improve their access to VBSP services, VBSP operates the mobile transaction units at almost 100% communes all over the country.

Officially started operation in 2003, in the early establishment days, VBSP only had five credit programs serving poor households, people in need of loan for job creation, disadvantaged students, housing for residents living in flooded areas in the Mekong river delta, migrant workers, bringing about total loan portfolio of around VND 10,349 billion, the non performing loan rate reached 5% as the end of 2003. In particular, in the periods of 2011 - 2015, VBSP focused on mobilizing financial resources to raise the funding source for lending to poor households and other disadvantaged groups through 20 current credit programs. As of the end of 2015, total capital source reached VND 146,460 billion, increasing VND 56,344 billion compared to the year 2011, the delinquency rate decreased to 0.33% and the average growth rate is 12.5% per annum. As a result, VBSP has extended loans to nearly 25 million turns of poor households and other disadvantaged groups, contributing to helping more than 3.6 million households escape from poverty line, generating jobs for 11.8 million workers, building 6.6 million constructions of clean water supply and rural sanitation, 3.3 million disadvantaged students go to study, building 484,000 houses for the poor and 102,000 houses for households living in the flooded area in the Mekong River Delta.
