Bringing Inclusive Fund to Remote Areas: Stories of Dedication

For credit officers at VBSP Tay Giang District (Quang Nam Province), the challenges go far beyond navigating treacherous, rugged terrain. Their greatest task lies in finding ways to communicate effectively and ensure that capital reaches the hands of the people - especially those living in remote and isolated areas.

A Journey of Compassion: Delivering Policy Capital to the Highlands of Tay Giang

Throughout their journey of supporting poor households and other policy beneficiaries, credit officers at VBSP Tay Giang District have consistently handled due debts in a timely manner. This is done through regular coordination meetings with local mass organizations, reviewing loan documents to assess the debt recovery capacity, and actively raising borrowers’ awareness about repayment responsibilities - all of which contribute to the more effective use of policy capital.

Mr. Vu Dinh - Director of VBSP Tay Giang shared: "Currently, there have been nine staff members, including one credit team leader and three credit officers. To ensure people can quickly access preferential loans, each credit officer is assigned to oversee two to three communes. Bank officers work closely with entrusted mass organizations and Savings and Credit Groups to deliver loan programs to every household through various communication methods. We strive to carry out the borrower selection process efficiently and accurately, verify eligibility and assist borrowers in completing the necessary procedures - so that funds can be disbursed as quickly as possible".

Mr. Bnuoch Trinh, a resident of Tr’lee village, Atieng commune, shared: "Preferential loans from VBSP are essential. In 2019, thanks to the encouragement of VBSP credit officers, I borrowed VND 50 million from the VBSP Tay Giang to take care of 4 hectares of cinnamon and acacia forest. During the loan period, the officers regularly guided me on how to use the capital effectively. In 2022, I sold nearly 1 hectare of acacia and earned almost VND 100 million. With that capital, I replanted 2 more hectares of acacia and cinnamon”.

Over the years, thousands of poor households and policy beneficiaries have accessed preferential loans from VBSP Tay Giang to develop various livelihood models such as afforestation (pine, acacia, cinnamon), livestock farming (buffaloes, cows, pigs) and fruit cultivation (mandarins, pomelos, and more).

As of now, the total outstanding loans for policy credit programs in VBSP Tay Giang District have reached over VND 286 billion with 4,318 borrowers. In the first two months of 2025, over VND 13.8 billion has been disbursed, and more than VND 8 billion in debt has been recovered. These policy funds have enabled people to develop their production activities, contributing to a reduction in the poverty rate in the district from 50.6% in 2023 to 43.5% by the end of 2024.

From 2020 to 2025, VBSP Tay Giang have consistently excelled, gaining the title of Advanced Labor Collective. In particular, in 2023, they were awarded a Certificate of Merit by the Governor of the State Bank of Vietnam and have received multiple Certificates of Appreciation from the General Director of VBSP. Since 2020, the unit has always been rated as "excellent" by VBSP Quang Nam Provincial Branch. This outstanding achievement is due to their constant focus on using emulation as a management tool, motivating staff members to work passionately, with each officer committed to fulfilling their responsibilities excellently.

Mr. Arat Blui - Vice Chairman of Tay Giang District People's Committee and Chairman of the VBSP Board of Representatives in the district, shared: "Tay Giang is a poor district with 10 especially disadvantaged communes. Unlike other districts, the infrastructure in the mountainous communes is severely lacking, making travel difficult. Although the number of credit officers is limited, their deep commitment to their work and understanding of the hardships faced by ethnic minorities in remote areas drive them to overcome these challenges, ensuring that preferential loans reach the villages and contribute to poverty reduction".

These dedicated efforts continue as VBSP credit officers tirelessly carry policy capital to remote villages, helping the poor overcome poverty and backwardness. It is believed that with each passing spring, more and more local people will access inclusive funds, enabling them to rise out of poverty and enrich themselves.
