Preferential credit enables people to prosper
Following the merger of commune-level administrative units, VBSP Dong Hung Transaction Office (Hung Yen) has implemented various measures to ensure prompt and targeted disbursement of credit capital, while strengthening inspection and supervision to ensure the effective use of preferential loans.
With access to preferential loans, Ms. Pham Thi Phuong (in Bac Dong Hung Commune) has invested in fruit cultivation and fish farming, annually earning tens of thousands of USD
With the enthusiasm and determination of youth, along with the timely support and financing from VBSP Dong Hung Transaction Office, Mr. Nguyen Van Ninh (in Dong Tien Hung Commune) successfully started his own business. Mr. Ninh shared: “With my experience, and a loan of around USD 2,700 from VBSP Dong Hung Transaction Office, my wife and I opened and have effectively maintained a garment processing workshop at home. Each year, the workshop produces over 30,000 products, generating revenues of tens of thousands of USD, while creating jobs for 10 workers with monthly salaries of USD 160 - 200 per person”.
Thanks to preferential loans, Ms. Pham Thi Phuong (in Bac Dong Hung Commune) shifted away from low-yield rice farming and successfully restructured their production model, escaping poverty. Ms. Phương said: “With timely financing, simple and quick procedures, and disbursement right in the commune, I converted three acres of mixed gardens and low-yield rice fields into fish farming and seasonal cultivation of jackfruit, pomelo, and vegetables. This model now generates annual income of USD 12,000 - 16,000. I hope VBSP will provide additional financing so that I can expand our family business model”.
Mr. Ninh and Ms. Phương are just two of the many customers who have accessed preferential credit from VBSP Dong Hung Transaction Office through 11 lending programs. Thanks to the effective use of these funds, they have been able to develop household business models, escape poverty, and prosper in their hometowns.
After the administrative reorganization, the number of communes decreased from 31 to only 9, but VBSP Dong Hung Transaction Office has maintained all fixed transaction points as before, ensuring no disruption and convenience for customers who no longer have to travel far for loan procedures. Ms. Tran Thi Thu (in Bac Dong Quan Commune) noted: “VBSP has kept the monthly transaction venue at the former commune People’s Committee office, which makes it convenient for local people to complete loan procedures and make savings deposits. Credit officers are always enthusiastic, responsible, and handle applications and loan disbursements quickly, which makes us very satisfied”.
Ms. Thai Thi Hue, Chairwoman of the Women’s Union of Bac Dong Quan Commune, shared: “Maintaining fixed monthly transaction points benefits not only customers but also officials from entrusted mass organizations and group leaders of Savings and Credit Groups, as they do not have to travel far. In addition, credit officers have created a common Zalo group to update us in a timely and accurate manner on new policy credit directives, adjustments to interest rates, loan disbursement schedules, and repayment collection, which helps us promptly inform and guide our members”.
As of July 31, 2025, the total outstanding loans of VBSP Dong Hung Transaction Office reached over USD 27 million, an increase of more than USD 1.3 million compared to the beginning of 2025, serving nearly 11,200 borrowers organized into 360 Savings and Credit Groups. Mr. Nguyen Cong Hoa, Deputy Director of VBSP Dong Hung Transaction Office noted: “Since July 1, 2025, policy credit operations have remained stable, smooth, and uninterrupted, providing confidence and satisfaction to customers. Commune authorities have always paid attention to supporting facilities and assigned police officers to ensure that transaction activities take place safely and effectively”.
In the coming period, the unit will continue to effectively implement Directive No. 39/CT-TW of the Party Secretariat on improving the effectiveness of policy credit in the new phase; further promote the application of information technology in management and in delivering financial services to the people; and strengthen inspection and supervision of loan use to ensure proper purposes and effectiveness, thereby contributing to sustainable development and social security.
